Cyprus Residence by Investment

Cyprus offers a straightforward and highly attractive Residence by Investment (RBI) program for foreign nationals. The program allows investors and their families to gain permanent residency in Cyprus through real estate investment or other types of investments. Although Cyprus discontinued its Citizenship by Investment program in 2020, the Residence by Investment pathway remains a viable option for investors.

Key Requirements
  • Proof of Funds:
Applicants must show proof of sufficient income originating from abroad, which should be at least €30,000 annually. This amount increases by €5,000 for every dependent spouse or child and €8,000 for each dependent parent.
  • Investment Conditions:
The investment must be made in Cyprus, and proof of property or investment ownership must be provided.
  • Clean Criminal Record:
A clean criminal record from the applicant's home country is required.
  • Proof of Accommodation:
Applicants must show evidence of having a residential address in Cyprus.
  • Health Insurance:
Applicants must have valid health insurance that covers them in Cyprus.
Application Process
  • Submission of Application

The application must be submitted with all necessary documents, including proof of investment, income, clean criminal record, and health insurance. The application is typically processed through the Cyprus Civil Registry and Migration Department.

  • Investment Verification

The Cypriot authorities will verify the investment and all accompanying documentation to ensure compliance with the program’s requirements. Provide supporting evidence of a secured annual income of at least EUR 50,000 deriving from abroad (an additional EUR 15,000 is required for each dependent spouse and EUR 10,000 for each minor child).

  • Issuance of Residency Permit

Upon approval, the applicant and their family members (spouse, dependent children, and parents) are granted permanent residency in Cyprus. It is not necessary to reside in Cyprus, but a visit once every two years is required.

  • Residency Renewal

The residency permit is permanent and does not need to be renewed, provided the applicant continues to meet the program requirements (i.e., holding the investment and visiting Cyprus once every two years). Successful applicants are eligible to apply for Cypriot citizenship after five years of residence.

  • Citizenship Eligibility

Successful applicants of the Cyprus Permanent Residence Program are eligible to apply for Cypriot citizenship after five years of residence, provided they meet all residency requirements.

Benefits of Cyprus Residence by Investment
  • Access to the European Union: While Cyprus is not part of the Schengen zone, permanent residents can travel freely within the country and eventually gain access to the rest of the EU by becoming citizens after 7 years of residency.

  • Family Inclusion: The RBI program allows for the inclusion of the main applicant’s spouse, children under the age of 18, and parents, making it an attractive option for family relocation.

  • High Standard of Living: Cyprus offers a warm Mediterranean climate, high-quality healthcare and education systems, and a safe environment for living.

  • Favorable Tax Regime: Cyprus is known for its investor-friendly tax laws, including no inheritance tax and low corporate tax rates.

  • No Residency Obligation: Permanent residents are not required to live in Cyprus but only need to visit the country once every two years to maintain their status.

Cyprus offers a flexible and attractive Residence by Investment program with a low investment threshold compared to other European countries. The ability to include family members and the lack of a residency requirement make it a highly appealing choice for investors seeking a base in Europe. With its favorable tax regime and strategic location, Cyprus remains a top destination for high-net-worth individuals looking for permanent residency options.
